EU Presses Ukraine to Enact Reforms Before Accessing More Funding

The European Union is emphasizing the importance of reform implementation in Ukraine as a prerequisite for accessing further financial aid. Currently, the EU is focused on ensuring Ukraine utilizes the already approved financial assistance before considering additional funding requests for 2027. This move comes amid Ukraine’s warnings of a potential €69 billion funding gap next year due to defense costs and essential government services.

Of the €90 billion support loan package allocated for 2026–27, Ukraine has received about €15 billion from the €45 billion intended for 2026. The release of further funds is contingent upon Ukraine meeting reform conditions set by the EU. EU officials have been urging the Ukrainian government and its institutions to expedite these reforms to facilitate the disbursement of remaining funds.

Meanwhile, the EU and the International Monetary Fund are jointly evaluating Ukraine’s financial needs and are exploring ways to address the anticipated shortfall. In addition to the current funding discussions, Ukraine has proposed that European countries consider utilizing frozen Russian central bank assets to help finance its wartime needs. However, this suggestion faces opposition due to legal and financial concerns, notably in Belgium, where a significant portion of these assets is held.

As it navigates these complex financial challenges, the EU remains committed to ensuring that Ukraine adheres to the conditions attached to existing assistance, while dialogues continue regarding the country’s future financial strategies.
